The CEEM research agenda commenced early in 2007 with Gary Madden and Aniruddha Banerjee (Analysis Group) presenting a research paper, commissioned by the International Telecommunication Union (ITU), at ITU Headquarters in Geneva January 15-16. The invitation to write and present the paper, entitled, ‘Regulatory Trends: New Enabling Environment', was made to Gary Madden by the ITU Secretary General. The presentation formed part of the ‘Future of Voice' meetings run under the ITU New Initiatives Programme. The paper is to be published by ITU. Russel Cooper and Gary Madden received an invitation to present their productivity research findings to the Department of Communications, Information Technology, and the Arts (Canberra) in February.

In 2007, work continued on the ARC Discovery Project, ‘Theoretically-motivated Long-term Internet Network Adoption Based on Short Time-series: Understanding the Diffusion of an Enabling Network Technology', with Gary Madden, and Co-investigators Russel Cooper (Macquarie University) and Robert Fildes (Lancaster University). The ARC Discovery Project, ‘Modelling the APEC Digital Divide', continues jointly with Gary Madden, Russel Cooper (Macquarie University) and M. Ishaq Nadiri (Stern School of Business, New York University) as investigators. Randy Beard (Auburn University) and Gary Madden started a project to estimate several models based on data collected from an Australia-wide e-commerce survey of 1,000 Small and Medium enterprises. The survey from which these data are drawn is the culmination of a three-year effort funded by the Department of Communications, Information Technology and the Arts. Gary Madden and Robert Fildes (Lancaster University) continued their joint work on the selection of optimal univariate forecast methods based on the time-series properties of data after producing one publication.

The year 2008 will be a particularly busy year in CEEM with Gary Madden to make presentations in Bangkok in March at a conference organised by the National Telecommunications Commission of Thailand to honour the 80th Birthday of His Majesty, the King of Thailand. In June keynote addresses will be made at the 28th Annual International Symposium on Forecasting organised by the International Institute of Forecasters in Nice, France and at the 17th Biennial Conference of the International Telecommunicatios Society to be held in Montreal, Canada
